What Is Transnational Education?

Transnational Education (TNE) is a system in which students residing in one country receive educational services from a university based in another country.

The main formats of transnational education (TNE) include:

1. International branch campuses (IBCs) — physical campuses of foreign universities located in another country. These institutions often follow the same (or nearly identical) curriculum and quality standards as their home campuses.

2. Joint and dual degrees (collaborative provision) — programs jointly developed and accredited by two institutions. Part of the studies typically takes place at a local university, and part at an international partner institution. Graduates receive either a shared degree from both universities or two separate diplomas.

3. Online and hybrid formats — programs delivered fully or partially online in collaboration with a foreign university. This model allows students to study according to international standards while remaining in their home country or spending only a short academic period abroad (for example, a semester or an internship).

4. Collaborative partnerships and franchise models — in this case, the foreign university does not open a branch abroad but partners with a local institution, granting it the right to deliver its academic program (the so-called franchise model). Students earn a foreign university’s degree without leaving their home country.

Why Has It Become a Global Trend?

Let’s start with some numbers. According to the UK Higher Education Statistics Agency (HESA), the number of international students enrolled in TNE programs reached 653,570 in 2023–24, a 7.8% increase compared to the previous year. More than 170 UK universities now deliver TNE programs across over 220 countries and territories.

This trend extends far beyond Western institutions. For example, China’s Ministry of Education has announced plans to expand enrolment in TNE programs from 800,000 to 8 million students in the coming years (ICEF Monitor, 2025).

According to UNESCO’s Global Education Monitoring Report (2023), over half of all countries (54%) have officially adopted digital skills standards for learners. In Europe and North America, the vast majority of universities already integrate digital components into their curricula.

While globalization and digitalization have expanded educational access, stricter visa regulations and political shifts have made traditional study-abroad routes more challenging.

A 2025 AACSB survey covering 97 business schools in 27 countries found that the main barriers to attracting international students are visa policies (94%) and political climate (65%). As a result, many institutions expect a 16% decrease in international enrolment next academic year.

In response, universities are actively expanding their transnational and online offerings:

• 31% are investing in transnational programs,
• 29% are developing online learning and educational technologies.

As noted earlier, the rapid growth of transnational education (TNE) is largely driven by student demand. But what exactly makes these programs so attractive — and what advantages do they offer?

1. Affordability and cost efficiency. Not every student can afford full-time study and living abroad. In such cases, partnership programs or distance learning offer an excellent alternative — providing access to international education without the high expenses of relocation.

2. Career prospects. A degree from a foreign university helps students stand out in the job market. Employers tend to value transnational education as a sign of flexibility, adaptability, deep knowledge, and readiness to work in a global environment.

3. Learning flexibility. TNE programs are ideal for those who, for various reasons, cannot move abroad — for example, due to work or family commitments. A wide range of formats and the possibility of remote study give students the flexibility that was almost impossible just a few decades ago.

4. Cultural experience and global networking. Interacting with professors and students from different countries, participating in projects and internships — all of this builds intercultural communication skills and helps students establish valuable global connections.

5. Language practice. Another major advantage of studying in language immersion. Even if you stay in your home country, working with materials in English (or another language) and communicating regularly with international faculty and classmates greatly improves language proficiency.

To make sure your studies don’t turn into a waste of time or money, it’s important to look beyond the program’s or university’s prestige and pay attention to the following factors:

1. Accreditation and degree recognition: Check whether the program is officially accredited — both in the country of the university and in your own country, where you will be studying.

2. Reputation of partner universities and teaching quality: Look at student reviews, faculty qualifications, and the university’s research activities to gauge the quality of education.

3. Language of instruction and student support: Clarify the language of instruction and whether preparatory courses or support services (academic, language, or otherwise) are available.

4. Study format and logistics: Find out how the program is delivered — fully online or in a hybrid format? If travel abroad is required, how often and for how long (semester, internship, exams)? What is the schedule and intensity of classes?

5. Costs and additional expenses: Consider not only tuition fees but also extra costs such as study materials, travel, and accommodation (if part of the program takes place at a foreign university).

6. Employment and career prospects: Does the program include internships or project work during the studies? Does the university provide support for future employment?

7. Legal, visa, and immigration considerations: If the program involves studying abroad, check student visa requirements and, if relevant, work opportunities in the host country after graduation.
