Golden Visa for Educators: Dubai Expands Talent Attraction Strategy in Education

Last fall, Dubai announced a new initiative: offering the Golden Visa to outstanding educators working in the private education sector. Launched in conjunction with World Teachers’ Day, the move became part of the emirate’s broader strategy to attract and retain talented professionals in education.


The Golden Visa is a long-term residency permit in the UAE, valid for 10 years. It is granted to foreign professionals who have made significant contributions to key sectors, including education.


In May 2025, the United Arab Emirates officially announced a major expansion of this program. Five new categories of professionals are now eligible to apply for the Golden Visa — among them are educators, whose role in shaping the country’s future has been formally recognized at the national level.


As of May 12, 2025, the following professional groups have been officially added to the 10-year residency program:


  • Nurses with over 15 years of experience in the Dubai Health system
  • Educators working in private schools, kindergartens, and universities
  • Digital content creators
  • Professionals in esports and gaming
  • Luxury yacht owners and representatives of the yachting industry


This expansion highlights the country’s commitment to attracting and retaining highly qualified specialists in key sectors, including education.


Benefits of the Golden Visa


Holding a UAE Golden Visa offers several significant advantages:


  1. Long-term residency: The visa is valid for 10 years and can be renewed.
  2. No need for a local sponsor: Visa holders can live, work, and study in the UAE independently.
  3. Flexible travel: There’s no restriction on time spent outside the UAE — holders can stay abroad for over six months without losing residency.
  4. Family sponsorship: Golden Visa holders can sponsor their spouse, children (regardless of age), and an unlimited number of domestic workers.
  5. Access to healthcare and education: Eligibility for UAE healthcare insurance and enrollment in top schools and universities.
  6. ESAAD/Fazaa privilege cards: Discounts of up to 70% on goods, services, healthcare, transport, dining, and more.
  7. Tax advantages: No personal income tax; corporate tax is only 9%, and VAT is 5% for investors.
  8. Banking and loan benefits: Some banks (e.g., DIB) offer preferential interest rates on auto loans for Golden Visa holders.
  9. Entry visa support: While the residency process is underway, applicants can receive a six-month multi-entry tourist visa.


Eligibility Criteria


As of October 15, 2024, applications for the Golden Visa for educators officially opened. Schools and universities are forming internal committees to evaluate candidates and submit applications through the KHDA's electronic platform. Each institution is responsible for ensuring that nominated candidates meet the established criteria before submitting applications.


To qualify for the Golden Visa, educators must meet a set of standards outlined by the Knowledge and Human Development Authority (KHDA), including:


  • Demonstrating outstanding academic performance and an innovative approach to teaching
  • Achieving measurable improvements in educational quality within the institution
  • Having a positive impact and recognition within the broader educational community
  • Providing evidence of improved student outcomes and internationally recognized qualifications


Applications are submitted via the relevant educational institutions, which are responsible for the initial screening and nomination of candidates.


Application Process


The step-by-step application process includes:


  1. Confirm eligibility based on category and gather all required documents: passport, photo, health insurance, proof of contribution (investment, education, talent), and supporting certificates
  2. Submit an application online via the ICP or GDRFA portals (Dubai)
  3. Pay entry fees and apply for an entry visa (typically between $300 and $1,000+)
  4. Enter the UAE according to visa conditions (usually within 6 months)
  5. Complete medical tests and biometrics, and obtain an Emirates ID (within 30–60 days)
  6. Receive residency visa and Emirates ID; the full process usually takes 2–3 months


Program Expansion to Other Emirates


Following Dubai’s lead, the Emirate of Ras Al Khaimah announced a similar program in November 2024 for teachers in private schools. The program offers long-term residency to educators and school leaders with at least three years of experience in the emirate, relevant qualifications, and a proven track record in enhancing educational standards.

Applicants must provide official documentation verifying their credentials and achievements.


Strategic Context: "Education 33" and Social Agenda


The Golden Visa initiative for educators is part of Dubai’s broader “Education 33” strategy, which aims to elevate the quality of education and reinforce the emirate’s position as a global educational hub.


It also supports the goals of the “Social Agenda 33”, which focuses on developing human capital and promoting a culture of lifelong learning and personal development.
